 I do not think that is the stated policy. From the context of the
paragraph, it is just an observation of the statistics.
 For instance: "Less than 3% of all Cisco certified individuals make it to
the CCIE level" does NOT mean Cisco is trying to keep the CCIEs to that
proportion as a policy. It is just the stats. What do u think ?
