Your config looks pretty good. The only differences I have
are as follows:
line 1 12
transport input telnet
transport output none

Questions for you if that doesn't make a difference: Do any
of the lines work - have you tried other lines to rule out
the cable for line 7 for example? Are you plugging the
cable from the terminal server line 7 to the device you are
trying to access - into it's console port. Have you
configured the consoel port on the remote device so it
accepts exec, etc?
