Your ethernet and loopback addresses are on the same network
(192.168.1.0/24):

You normally can't configure this as the IOS will give you an error stating
that the networks overlap.
It looks like the router is trying to connect out Ethernet0:

On a console port you won't see "Connection timed out"
To find out for sure, run "term mon" and "debug ip packet detail" before you
try to connect... that will show you what interface the telnet traffic is
hitting.
Or if you just want to fix it, just put your loopback and ethernet0 on
different subnets. =)
