The First Question
All Input Traffic from that Interface will be policed, because there is
no acl configured in the last rate-limit cmd.

For The second One..

if the *ip ospf network point-to-point* command is configured under
loopbacks, OSPF advertises the loopback subnet as the actual subnet
configured on loopbacks.
