Travelling to Belgium

Sorry ... I may be asking an irrelavant question !!! But since most have you
must have been to brussels hence wanted to get some tips.

Can we make a stopover at Frunkfurt or Paris on our way to belgium . I am
having a single entry visa obtained from Belgian embasy from here in India .

But I heard that with this VISA, we can travel to whole of European Union
!!! I could not confirm this officially though!!!

I have never heard this before ( Travelling to a different country with a
another country's visa ) . Wondering is this true ????
