It looks like correct way. Just take care of the wording.
The question can formulated like " The second B channel should come up if
the first channel "exceeds" 25%"
Not if you calculate 25% of 255, it comes out to be 63.75. So the correct
answer would be 64 as the load-threshhold as it exceeds the value.
