Hi Ahmed,
You are basically oversubscribing a PVC, which i guess, IOS is not able to
detect. When it is applied on the main i/f, it applies to all PVCs as a
single Pipe.
I am sure you are aware of implications of using the service policy on the
main i/f Vs using it on the PVCs, else i recommend you to read this doc
