frame-relay service policy

Dear All,

I have something that confuses me a lot, if we have a serial interface
with T1 speed, as far as I know if we put service policy under it and
the total bandwidth commands under the service policy exceed 75% an
error message will be generated.

But what I am asking about it that when I do it under the frame relay
pvc nothing is happened.

What I do is configure 2 frame relay PVCs each with CIR 1024 and min cir
1024 and I configure under each class a policy map take 75% of the
bandwidth, which mean that the total bandwidth take is about 150% of the
interface and the router accept the command and this confuses me a lot.

Here is the configuration I made

what I am asking is what is the behaviour of the router under such
configuration
