He is not booting from a TFTP server.

That is the normal process of upgrading Flash on a 2500 to put the Flash in
READ/WRITE.

The problem could be the TFTP server he is trying to copy the image from.

I have had issues where one TFTP server will not copy properly and another
will work fine for one hardware platform and visa versa for another hardware
platform.

hi..
u're getting this problem bcoz u're booting your ios from tftp server...
remove the tftp command from your config, save it and reload...
it will work..
