You have to setup your variables in rommon mode first (they are static).
Once the variables are set then issue the "tftpdnld" command to start the
copy process. Here's the output from one of my 2610's booting an XM image
successfully:

rommon 2 > set
PS1=rommon ! >
IP_ADDRESS=10.20.49.44
IP_SUBNET_MASK=255.255.255.0
DEFAULT_GATEWAY=10.20.49.1
TFTP_SERVER=10.20.49.40
TFTP_CHECKSUM=0
TFTP_FILE=c2600-js-mz.122-15.T16.bin
BSI=0
rommon 3 >
