No.. It is not that both the commands will match the source of the updates.

  
Match IP route-source
Use the match ip route-source command to create an entry in a route map to test routes based on whether the route has been advertised by specific routers at the addresses specified in ACL.

Match IP next hop:

Use the match ip next-hop command to create an entry in a route map to test routes based on a next-hop router address specified in the access lists.

Both the Matching is applied in route-maps that affect outbound routes only.Useful for redistribution purposes some times
