Precedence of Routing Protocols

I thought that routing protocol packets received higher precedence by default.

But tests shows they don't.

I think I misundertood the following statement, and IOS sets precedence back to 0 before sending the packet out the interface.
Just internally the packet would receive higher precedence.
==========
Cisco IOS assigns an IP precedence of 6 to routing protocol packets on the control plane

http://www.cisco.com/warp/public/105/rtgupdates.html
==========

Any feedback appreciated.
