OER is built upon the following Cisco features:
Policy based routing
BGP
Netflow
Cisco IP SLA, previously known as Service Assure Agent
Paths are probed, and things like local-pref or static routes are
created to make use of the information identified. It basically gives
you automatic performance optimization for specified or all routes.
Routers are configured as border or master, which is what gets put in
the CLI.
This is a very cool feature for those looking to optimize exit points to
the best of multiple offered paths, but not a CCIE lab technology yet
AFAIK.

I did not see too many details of how the routers would measure internet
delay, congestion, response times.
