I think a couple of different processes might be mixed in this question.

Let me know if I have interpreted correctly.

You either configure MQC directly on the interface via a service policy,
or you configure frame-relay traffic-shaping directly on the interface.
You can configure a service-policy within a map-class for fine grained
control of IP traffic.
To use a map-class, frame-relay traffic shaping must be configured on
the main interface

When you configure frame-relay traffic shaping on an interface and no
map-class, all DLCIs assume a 56K cir setting. If you configure a class
for specific settings on the interface, all DLCIs on the interface will
take that class setting.

Cir is set in the map-class, unless you are using a 7500, which is out
of scope for the R&S exam. So I think the question of MQC and default
cir are separate issues.

If this does not help, could you take a stab at a couple of
configurations that illustrate the case you are thinking of?

Just a Question if a Serial interface has multiple sub intfs with
individual pvc's and a service policy is applied in the main interface
which has bandwidth allocation how is this allocation treated.

do the FR sub interfaces inherit the allocation as per their default
cir.
