Are you saying that the adj goes away and doesn't come back - ever?
Do you have access to the router on the remote side of the atm link? If so,
does the remote router also show the adjacency as being down?
I'm not 100% positive but I believe that a stub eigrp router should show
itself being adjacent with other directly connected eigrp routers.
Also, did you config atm so that broadcasts are forwarded? Remember, eigrp
uses mcast to form an adj. When you configured eigrp without using the stub
feature, are you sure the adj didn't flap?
Just a couple of thoughts.

Eigrp forms an adjac over a ATM link okay. Acouple or routes are
redistributed on on end with a summary address. No worries.
As soon as i put the command Eigrp stub summary my adja goes away.
Is this normal?
