Assuming your are talking Vol 1 Vers 1?
They are either using offset-list with 16 or distance of 255 on the
EVEN second octet.In both cases, the route will be unreachable and
will not be installed in the routing table.
The permit statement puts all the EVEN second octets to be in the list
so that the either the "offset-list" or "distance" command will act
on.
