I guess you are using a dialer interface - perhaps add 'delay xxxx' to
the Dialer interface to influence the EIGRP cost? Additionally, you
could use an offset list in EIGRP to apply a higher delay to specific
routes, based on interface or on route/mask tuples, or both.

Now that I think about it, the second approach would probably be optimal.
