  This is a very interesting question, I'd like to share my thoughts with you.
I believe that the ISDN is the least cost-effective part, because it is just 4 or 5 points and the most tricky part. You have to spend 30 minutes on it or more and you maybe be stumbled with 0%. I mean it should be done at the last step, or you will lost the core points. Remember, the ISDN part has nothing with the scoring of the other parts.
