If I recall correctly, you get rib-failure when the BGP route is not the
preferred route do to overlap with a more preferred route. Whether or not
you advertise these routes is an implementation choice. Juniper does not by
default, but has a knob called advertise-inactive to change that before.
I'm thinking Cisco has chosen to advertise them.
