The passive-interface command designates the interface as "receive only" so
in effect that interface will only receive routing updates on it but won't
send any out. Since your RIP routers are communicating via the serial
interfaces this won't work.
Try creating a distribute list to remove the subnet in question from the
updates sent to R8.

I'm having an issue with RIP and passive interfaces.
I hope someone can explain to me why this is not working.
I have two routers, R7 & R8 (connected via a serial crossover cable) talking
RIPv2 to each other.
I don't want to advertise (via RIP) networks learned from R7's FastEthernet
0/0, so under R7's RIP process, I add a passive statement for this
interface.
However, on R8 I'm still learning the 172.31.10.0/24 network, and I can't
understand why ?
Shouldn't the passive interface statement on R7, stop this route from being
advertised to R8 ?
