You might try the boot system variable from config
R1(config)#boot system ?
WORD TFTP filename or URL
flash Boot from flash memory
ftp Boot from a server via ftp
mop Boot from a Decnet MOP server
rcp Boot from a server via rcp
rom Boot from rom
tftp Boot from a tftp server
R1(config)#boot system tftp ioscode.bin ip.go.he.re
Haven't tried to use this on a regular basis, but it should work...

What I don't know is how to get the router to boot that way every time.
I can get it to the ROM mode, but is there a way to automatically make
it do
the tftpdnld -r?
