I really do not think that is the case. The encapsulation method has nothing if anything to do with the problem experienced. I believe I have narrowed it down along the lines of what Scott has described below.
It is a case of misconfigured dialing numbers, thus incorrect l3 to l2 resolution.

I guess you must forget the line "encapsulation ppp"
if you forgot you will have "hdlc" encapsulation with your bri interface , and it will cause the two routers maintain 2 separate B channel .
