It looks like "frame-relay congestion threshold" applies to FR switches only:

</quote>
Keyword here is "on switched PVC" which are usually present on FR switch (unless one decided to add own FR PVCs on the lab routers).
Did someone test it on the router serial interface configured as DTE? Will appreciate the input.
