BGP rib failure explanation from IE Lab 2

Hi,

I have seen the "r" or rib failure bgp table tag a few times , but am
clueless as to why it occurs and what it means ? From IE lab 2 in there
RS workbook , here is routing table from R3 , which is learning the
204.12.1.0 /24 network via ospf and EBGP so I would assume it would
choose bgp over ospf as they are same length prefix . Is rib failure
something that should be concern about ?
