1- I see that PBR is often applied to incoming interfaces to manually controll
routing proccess but I am not sure how OUTBOUND PBR takes effect once packets
have already been routed through normal routing decision!
2- No. All other kinds of traffic that are not matched will be routed
normally.
3- Yes.
