Why some examples bring 224.0.0.0 31.255.255.255 as Bogon Blocking and Spoofing, while other brings 15.255.255.255?

I understood 224 to 255 should not appear on Internet routing table.
But say there is a requirement to filter only multicast and broadcast using the minimal access-list statements. What would you use?
