Why do you have:

line vty 0 4
 password cisco <- says to login, use a password of cisco
 login local <- says to login, use local username database

What should the router do? Use the line password or use the password in the
local username database?

Hi Briansss,
Having issues wit this config.I need to telnet to a
VTY line, using username and password authentication
with user been taking to a paticular priv level..It
keeps given me an error..am sure i typed the username
and password correctly:

username cisco privilege 3 secret 5
$1$98eI$i89UN2VMLctDD.WMMPXZ6/

privilege exec level 3 ping
privilege exec level 3 show

line vty 0 4
 password cisco
 login local

IBMtest#telnet 10.0.0.1

% Login invalid
