I think there are two possible situations.
1 - you are instructed do not use 0.0.0.0/0 EXCEPT in the nssa area
2 - you must filter 0.0.0.0/0 route in nssa area,and here we can discuss HOW it can be accomplished (sincerly I never maked it)
anyway I think this question have no sense in CCIE exam.
infact, since you are instructed to obtain full reachability in IGP section, how can you achieve full reachability in an nssa no-summary area without a default route?
