From Marketing speak I would expect Frame and ATM to be Layer 2 VPN's, where as IPSec, MPLS, GRE etc are classed as Layer 3 VPN's.
Really do not expect such 'woolly' terminology to come up in the Lab :)

vague...
Not so long ago, frame relay and ATM were also considered VPNs :)
