I'll tackle your 3rd question.
The decision to use shape vs police comes down to what should happen to
packets outside of the traffic contract.
If packets should be delayed, use shape.
If packets should be dropped, use police.
Without getting into all the technical details, this is the first decision
you need to make. If, from the wording of the question, it's not clear what
should happen to out of contract packets, ask the proctor.
One other thing you might want to keep in mind is this: on a given link,
the sending side often should shape if the receiving side is policing.
