Maybe what you're referring to is this type of scenario:
This explanation is per: CCIE Practical studies vol 1 by Solie:
If you have a hierarchy of routers (Core, distribution, and access;
for example), you can configure the access router as a peer of the
distribution router, and the distribution router a peer of the core.
If the Core is configured as the ntp master, you only need one peer
statement on the access and the distribution routers to achieve time
sync.
