Criss-Crossed Addressing ?

I came across the following tip on www.911networks.com/cisco.htm.
What I can not figure out is what are they trying to solve would like
to recreate it so I can test it.

Any ideas ?

Both Ips resolve to the same MAC, so routing can happen
