Per your requirement, I would said you need both.
Your requirement said "Only R1 should call R2; R2 should callback to R1."
So R1 is client and R2 is server.
R1 need threshold command to initiate it when it reach 60% and R2 will need
to maintain the second link, otherwise, R2 will disconnect and then R1
recall R2. so link may be flapping.
