Thanks for reply.

1) I'm pretty sure the "distance" uses router-id address for ospf, but I am not sure the situation in EIGRP. The "0.0.0.0 255.255.255.255 " can not be used here, for some external routes need to be treated separately.

2) I tried the "tag". I think it is useless in the case, because it is used to the routes that has been in the RIB, on the contrary, I want to prohibit some route updates into the RIB to prevent loops and perform redundancy, load balancing.
