You have to put the Max reserve bandwidth command under serial interface
to make it work.

Look at the sample below for CBWFQ, two classes was
made and the sum of bandwidth is 100%(one is 20 and one is
80), because I want to devide the bandwidth for two remote offices that
bandwidth is different. From some cisco document , I have been hear if
made two class its bandwidth sum is 100%, policy will not work well ?
