car requiring ip cef to work ??

In the following cco doc it states that cef switching must be enabled for car to be used

But when on a 12.3 code IOS box and doing show ip interfaces , and verifying that cef is disabled globally , I can still input the commands for rate-limiting on an interface specifically a T1 Serial point to point frame relay encaped interface , it did not give any error or anyindication that the above doc's statement about car requiring cef is true ?? Any input on this ? Also when configuring policing via MQC and applying the service policy to an interface it DOES give you a message indicating that cef needs to be enabled to apply the policy to this interface ?? Any thoughts ???
