CAR matching IP Precedence via rate-limit vs access-list

If you are using car to say match on some previously marked packet , is there a difference between matching IP Prec say via an "access-list rate-limit" command or a standard ACL ? In most explanations of CAR whenever they refer to matching ip prec , they always use the " access-limit rate-limit" method for examples ?? So say you need to match any traffic destined to server 1.1.1.1 for ftp traffic that has IP Prec set to priority would either an extended ACL matching on that precendnce work or an "access-list rate-limit" There is good explanation on page 450 of CCIE prac stud 2 book.....
