your configuration needs to be the same. You don't really have any
method of saying use eth2 on one, eth3 on the other.
You only get "Failover interface X"

I would move both to eth3, and shutdown the eth2 interface. That should
allow you to fail back over to the 'primary'

You would of course need to swap/migrate the IP's from eth2 to eth3.
