I had a detailed discussion about this with Scott Morris a while back - I
don't remember exactly how long ago - but here's the main point.

wccp was originally a way to redirect http requests to a cache so that these
requests wouldn't have to go out over the internet to get a response which
takes much longer.

Then wccp version 2 came out and allowed more than just http requests to be
redirected, for example, how about being able to redirect ftp.

By having a service #, wccp can redirect more than just http.

I don't remember all the details but check out the GS archives.
