Open CA (Start, Programs, Administrative Tools, Certification Authority)
Right click on the server, and select "Properties"
Select the policy module tab, and click "Configure"
Select "always issue the certificate"
Select "Apply" or "OK"

Right Click on the server, select 'all tasks' and stop and restart the
server.

I am running VPN3015 to Win2K CA mscep. 3015 can install CA no problem,
but when it tries to enroll, it hangs on "polling" status never goes to
"Installed" status, I have to manually go into CA server to click on the
"pending requests" folder on that pending certificate to "issue", then it
will go to "issued certificates"

I guess the right action is the enrollement should happen automatically,
what configuration I am missing?

thanks,
Michael
