        I would bet that this is a scam and they want you to wire the
money or Western Union the money to them. Once you send the money, they
never deliver on the tests. And when they don't send you the tests who
are you going to complain to? Cisco? FBI? ;-) They know that you'll be
too ashamed to complain to anyone and never contact the authorities so
they'll end up never being caught.

        If you've never done business via a wire transfer or Western
Union beware as you have no recourse once it has been sent. Wire
transfers and Western Union are the preferred payment method for many
scams (i.e. 419 "Advanced Fee" Fraud).
