Ummmm....Since I have created a vlan interface with an IP and not assigned
it to a port about 15 minutes ago.

Once the vlan is added to the vlan database, it goes UP/UP and you can ping
it.

It does not need to be assigned to a port. Hence 'Management Interface'.
