I've also had problems with syslogd on linux if the daemon can't name
resolve the ip. /etc/hosts

Also try to set your /etc/syslog.conf to this

local7.* /var/log/cisco.log

Just to see what happens , then on your router do a logging on from
global config.. then start restart your syslogd process again......
