In some unix implementations of syslogd , by default they only run for
local processes such as sendmail , init , etc etc..... this can be
verified with:

ps -aux | grep syslogd

If you see a syslogd -m then this is the case , and your syslog wont
accept messages over your network interface .... Kill the process and
relaunch syslogd with the -r option...
