Under some circumstances the service-policy output <policy-name> command
doesn't work on some traffic while it does work on other traffic.
For example, assume a correctly configured policy was created to police http
traffic over a certain rate,
under what conditions will this work or will not work?
Assuming the MQC configuration is correct, what is the nature of the traffic
upon which the MQC won't work?
