I would think this could be accomplished on a router by using MQC. For
example
class-map drop-class
match source-address mac 0030.8068.01E0 (or "destination-address mac
0030.8068.01E0")
policy-map test-policy
class drop-class
drop (or "police 8000 conform-action drop exceed-action drop")
Never tried it, but it should work.
