user privilege level

Hi:
I could not make this work, could anyone help me out?

there is a user bob with password cisco, he can only allow to execute
show commands, I have done following

enable password tom
username bob privilege 0 password cisco
privilege exec level 0 show

line vty 0 4
privilege 0

But when I try to telnet to this router

I am still be able to do all the commands, and "show privilege" shows
I have level 15, why is that? how can I achieve that?
