Frame Switch HSSI Crossover

I am having issues getting a PVC working that is mapped between a
frame switch and router and is crossing two hssi interfaces. I don't
have issues with serial connections.

Has anyone run across this before? My configs are below...

Router 1 --1-- (FRC) --2-- Router(FRS) --3-- Router2

Router 1 is a 7507
--1-- is a Frame Relay T
FRC is the Frame Relay Cloud
--2-- is a DS3 Frame Relay
Router(FRS) is a 7206VXR acting as a Frame Switch
--3-- is a hssi crossover
Router 2 7507
