ppp multilink: prevent one side from adding/removing links

Hi group,

In a dial scenario, I have one central site router R1 with a PRI and
several remote sites (R2,R3,R4) with (one or more) BRIs.

All routers are running multilink ppp. The problem I am having know is
that when the connection to ex. R2 is fully loaded, R1 constantly dials
R2 to add links.

I want to prevent R1 from adding or removing ANY links in the multilinks
bundle. ALL adding and removing of links should be done by the remote
sites (R2,..)

I can't use 'ppp multilink max-links' because some sites have one bri,
other sites have more BRIs. Bandwidth differs from site to site and you
can't put a

'ppp multilink max-links' on a 'dialer map' statement (I am using legacy
DDR with rotary groups, so I only have one multipoint dialer interface
on R1)

Indeed, one option would be to use dialer profiles. This would require
not using one multipoint-interface, but all point-to-point interfaces
for each site. However,
    I would be able to specify 'ppp multilink max-links' on each
separate dialer interface.....and a lot of work, plus ip address
changes.

I can't remove the phone numbers on the dialer map statements on R1, so
that R1 can't dial. Both routers should be able
to initiate a connection, but one R2 should decide to add or drop a
line.

Dialer load-threshold 255 .........will add links when load reaches
100%, so no good

Any other ideas ?
