had the same doubt and i searched CCO and it has:
WAIT_RD: TCP write pipe (local port 2065) is open and peer is waiting
for remote peer to open the read port (local port 2067). This field
applies only to TCP peers.

that means we need to consider both ports 2065 and 2067 (and if we are
using prioritization then some more ports). Right?
